Bouncing in Epee

I have noticed a lot of Epeeist bounce while fencing. Is this a requirement of the weapon, or a personal choice?

It's a requirement. I saw a guy refuse to bounce once, it was an ugly scene. First there was a yellow card, and then upon his insistance that bouncing was not necessary he was black carded. It was aamAAzing.

So if your opponent stops bouncing, at what point do you check if they're still awake?
