But people are allowed to fence up, no? So you could run your events as "junior" events (apparently this is the highest current category).
I suppose that would then quickly inflate your local ratings as people gain junior status when they "should" only have novice.
Seems poorly thought out. The classifications of the competition are handed out based on what the competition is called rather than the level of the actual field. And unless there are at least SOME junior or higher local events you've pretty much barred higher-level sport fencers, other than by violating your own rules.
I think I'd lobby for changes and meanwhile hold junior events and not worry about the ratings inflation. But your solution works too (until someone decides to complain about the fact that the same technically in ineligible fencer keeps winning all of their events).
