Then after the start the rider twirls the whip in his fingers until the long end is pointed upwards so it can be effectively used to "encourage" his horse.
The fencing equivalent would be to start with the way the whip is held after the start and then twirl it into the RSA position, and back and forth as he wishes. Really confusing to opponents.
In my opinion this would comply with the rule as it is written.
Hint: Some riders use a rubber band around the whip and middle finger to make sure they don't drop it. This also, in my opinion, doesn't violate any fencing rule.
