Idle curiousity regarding National Team selection.

I know this isn't something I will have to worry about for a long time, if ever, but I was a little curious about how fencers are chosen for the national team each year. I know that NACs are used to determine who goes to world cups and grands prix, but for the team, do they take the highest four US fencers on the FIE list in a given age/gender/weapon mix, or the highest four on the national points list, since those include designated FIE competitions?
