you need to be a member of the USFA.
you need to be a member of the New England division.

you need to fill out the form beforehand, preregistering for the qualifiers.

any other questions?

Go through the web site for pre-registering.

www.neusfa.org

Either on the internet (costs you a little) or download the form and mail it in (costs you $.39 for the stamp).

Assuming a mixed D2/D3 qualifiers (true in New England and most divisions, not true in some others (including, at least the last time I looked, New Jersey, although double-check that with their schedule if it might affect you), You look at the field and calculate two numbers. The first number (X) is 25% of the field, with a minimum of 3. The second number (Y) is 25% of the D and under fencers in the field, again with a minimum of 3. For both X and Y numbers should be rounded up, rather than down or off.

Now you fence the tournament.

Taking the results from the tournament, work your way down from first place. Skip anyone who's already a D2 qualifier. Assign the top X finishers (that aren't skipped) as D2 qualifiers. If any of those people are D or under classified they have also automatically become D3 qualifiers. Once you have finished using up the X D2 qualification slots continue down the list now skipping people that are already D3 qualified OR have a C. Assign the next Y fencers (not including those that are skipped) with a D3 qualification slot.

The people who qualify for D2 do not use up a D3 slot (they get their D3 qualification via their D2 qualification), which ends up meaning that approximately 50% of the field will get a D3 slot (not quite as Y <= X and with any noticible number of C fencers Y < X). And the minimums of 3 of each type come into play in most moderate-sized or small divisions.

Example:
15 person tournament with 6 C's. X == 4, Y = 3.
1) Adam C06 DII (first "X" slot)
2) Bill E03 DII/DIII (second "X" slot)
3T) Charles C05 DII (third "X" slot)
3T) David E04 (on cadet points, and therefore a DII/III Autoqual) (no slot used)
5) Eugene C03 DII (fourth "X" slot)
6) Frank D05 DIII (first "Y" slot)
7) Gerry C06 --- (not eligible for a "Y" slot)
8) Harry C05 --- (not eligible for a "Y" slot)
9) Ignacious U DIII (second "Y" slot)
10) Jerzy E05 DIII (third "Y" slot)
11 - 15) no one qualifies for anything.

Second example:
7 person tournament with 0 C fencers. X = 3, Y = 3.
1) Alice E06 DII/DIII (first "X" slot)
2) Betsy U DII/DIII (second "X" slot)
3) Charlize E04 DII/DIII (third "X" slot)
4) Dawina D05 DIII (first "Y" slot)
5) Eunice E03 DIII (second "Y" slot)
6) Francine U DIII (third "Y" slot)
7) Gweniver D05 -- (no remaining qualification slots)

-B

edit: changed to roman numerals in "DII" and "DIII" in the examples for clarity.

foilwatcher is on a distinguished road
NJ div

In NJ (this year) there are 2 separate qualifiers, held back-to-back on the same day. Div II qualifier is first. Immediate followed by div III.

Some fencers fence both. For cadet/junior fencers (under 19) you get an automatic qualifier to div II and div III if you qualify either U16 or U19. However, the U16 and U19 qualifiers are run (in NJ) AFTER the Div II and Div III.

One other note from my examples that I meant to make explicit but forgot to mention... In the first example the bronze medal bout is not fenced off as it does not affect qualification slot assignments. In the second example it is fenced off as it does have an inpact (3rd qualifies to DII, and therefore DIII, 4th only qualifies to DIII).
