Triplette has (or used to have) some very nice dry Italian foils: Scaroni blades, Negrini parts. They may have electric but I don't know that for a fact.

Santelli sells both dry and electric Italian foils (assuming they're not also out of stock).
Did they specify what part they were out of at American (i.e., the blade, or the hilt)? If they still have hilts, you can make a false ricasso by cutting some metal tube-stock to the right lenghth and flattening it out. That way you could use a french-tang blade.
