you left out the next paragraph which translated in English says:

"Nevertheless we feel that it is essential for [obvious] reasons of uniformity in training and to adequately prepare our fencers for international competitions that these rules be adopted everywhere in France for the competitions, at a minimum starting from the youths categories."

It is interesting to see how rules first introduced in August 20, 2004, in Athens, and confirmed at the FIE Doha Congress in November 2005, get an official "notification" by the French Fencing Federation in a communication dated February 16, 2006.

The timings were "test timings" the previous season, which is why, I believe, the FFE didn't approve them for national competitions. The top fencers did train with them on a daily basis however.

Considering the selection process for French National Team, this makes sense: you'd have to be really good on the national circuit before being considered to fence in world cups the next year, and you'd have to do really good on the world cup circuit before even being considered to fence in world champs or Olympics the year after that. So there is a two year lead time in which the top level fencers trained with the new timings, whereas the others were fencing with old timings, and those didn't affect the international results (as the results in the foil team event in Leipzig showed).

Now, with the next crop of foil fencers coming of age, those timings have to be used nationally in order to prepare correctly for the Olympics which will be in 2+ years

veeco, this reminds me of a joke between Norwegians and Swedes at the time when I believe Sweden decided to switch riding from the left side of the road (like in the UK) to the right side of the road (like most parts of the world), a major logistical nightmare.

The Norwegians, who never pass up an opportunity to make fun of the Swedes (like Belgian jokes in France) spread the rumor that to smooth the transition the Swedes had come up with a plan whereby for the first week only passenger cars would switch riding on the right side of the road. Trucks and other commercial vehicles would continue on the left side of the road and switch over a week later...

I'm not a translation expert but when you say:

"The French Fencing Federation did not approve this reform because it does not seem to him"

translating lui as him, it seems to me like you probably plugged it into a translation utility, but whatever.
