You are right, the US doesn't send any of the fencers who ask to go and who pay for their own expenses, but the USFA bars many fencers from going. There is a quota in how many fencers per weapon the US can send to World Cups and Grand Prix. Usually the US let the fencers go even if they are not among the top seeded on the National Standings, as long as the quota is not filled with the top seeds, and this is mostly true for fencers who are studying or working abroad, although recently the USFA is barring more fencers from attending World Cups, even those US fencers living in Europe.
Since fencers pay for all expenses, one wonders why the USFA has recently adopted this less than encouraging attitude. As long as all the quota spots are not all taken, why not encourage good will and let the fencers who want the experience of a World Cup attend? Where in the US do you get to face fencers from more than 15 nations? At the Louisville World Cup?
Such an international experience can only be positive for the fencers and eventually for US fencing. It doesn’t hurt anyone to let a US fencer studying, let’s say in Germany, attend a World Cup close by in Austria, even if he is not ranked among the top seeds. May be he is not ranked well anymore because he is in Europe and cannot attend all NAC to make the necessary points?
As long as the US doesn’t pay anything and doesn’t provide any coach anyway, like in Women’s Epée, it would be only right to allow such fencers to compete abroad.
More and more countries are letting as many fencers as they can go and get the experience of international competitions, while the US is suddenly using the opposite policy and reducing the number of fencers competing internationally. Is there a long term idea there that escapes our understanding? -

Array That's not quite true. If USFA sends enough fencers to a World Cup, USFA has to send some number of referees as part of the deal. So if 6 fencers can attend without a referee, but 7 will require USFA to send one, then that extra expense is put upon USFA, which it may not have budgeted for.
I don't see any reason why a US fencer living in Germany cannot or should not attend local or regional or even national level events in Germany or France or Switzerland or Italy or any number of nearby countries. It's just that World Cups do impose some requirements to the NGB. -
One theoretical reason is that adding fencers below the level of the event will add fencers to the pools who will go 1-5 -20 or something and provide a substantial boost to their opponents, but will not be in the other American's pools, thus making the pools the top points list holders are in tougher than they would be otherwise in comparison.

Is there a long term idea there that escapes our understanding? FIE has put entry limitations on World Cups. Grand Prix max is 8 per country -- it used to be 8 per country plus your yearly quota.
Many European fencers attend the German Circuit, the French Circuit and the Satelitte circuit events and prove themselves in those events in order to earn a spot to be selected by their National Coach to go to a World Cup.
The USFA does not stop ANY fencer from competing in these circuit events. -

Sherraine is burning up the WC circuit this year, hitting stride, and fulfiling her ambitions. The story here is dedication and determination from a nice girl from somewhere, far away Canada that comes in and achieves world-class results in an unlikely and difficult sport like fencing. I read her book and think that she's got great perspective on what she's doing, and why. She seems to have grace and class, never a bad word about anyone, especially her teammates, though clearly she is in a league of her own, and really carries her country hopes on her shoulders.
It's not like she's knocking off push overs, either: She beat Zhang Li (China), Stroka (Poland), Aleksejeva (Estonia), Flessel-Colovic (France!), then Duplitzer (Ger.!!) to win in St. Maur. This is no walk in the park!!
She sets the benchmark now from the Americas Zone in WE, and arguably among the top women on the regular WC circuit.

Need a role model in the sport.......? WOW, thanks for saying all this jspierre! I'm sitting her reading what you have written and as her husband I can tell you that you are dead on! I'm really glad you read Sherraine's book too! I personally think that it is a gem that needs to be discovered by all! Yah yah, I know, the bias husband! Honestly though...Sherraine is an incredible inspiration to me as well!
