Almost invariably, that is true. (Unless it's a southern accent... or a thick New York accent...) Yeah, foreign accents are a definite plus.

Ever notice how, in large part, west coasters and east coasters have the same accent? Thick New York accents aside, I went to a camp where roughly half the kids were from CA and the other half from NY, and we all sounded pretty much the same. On the other hand, everyone else we saw in the city had a lovely French accent....
