Yep that would seem to be the case. Foilists have been doing the tape on the bottom prong where the pinky would rest for a while now (hence the inspiration for the pad on the Golubitsky grip).

Also yeah, as a rule of thumb no pomelling unless it's a french grip.

As for whether a ref would notice, I'd hazard to guess I definitely would at least; looking at how fencers hold their weapons etc. has just kind of become second nature. That is to say that if something is odd, a foilist with a pistol grip that has absolutely no offset, a fencer with a gigantic grip on their weapon and less than gigantic hands, I notice it. Usually I laugh, that case I card.

1) Yes, tape is only illegal on epees with orthopedic grips. I was just using that to note that I do look at the grips people use. (To give a foil example, I saw a very girly pink grip at the same tournament in women's foil. The young lady in question blamed it on her coach.) I've also seen foils with enough exposed wire to make a button, so I take a look behind the guards when I'm checking foils as well.

2) I don't believe an Italian grip REQUIRES a wrist strap. I think the defining feature is the crossbar (which may not project beyond the guard). The strap is just a popular accessory. I've never actually seen one used though, so I couldn't say what I think without seeing it.

well i haven't been illicitly pommelling. i juz noted that it's possible to pommel with it, while retaining more control than doing so with a french grip. besides, who pommels in foil anyway? oh, it's foil, by the way...

The original grip looks like this :

First, I have to cut the lower middle protruding part away. I also find the rubber tubing too thick and have to cut it into half of its length.

Mine is like this now:
