Here is my 2 cents.
As far as I know the real intention for chest protectors for BOTH men
and women was safety. However a by product of wearing a chest protector is that
some good hits can and will slide off. That is true for both male and
female chest protectors.
I have not followed the latest FIE regulations as of late. However, if
my memory serves me well, there was a talk to ask the manufacturers
to add padding to the outer layer of the chest protectors. The padding
does not add to safety. The extra outer layer padding allows all the good
hits to stick to the chest protector rather than slide off.
