| Speaking of fluency, at what point is one considered "fluent"? I mean, there's all kinds of vocabulary I don't have in my own native language, but I consider myself fluent in it.

| Well, fluent means flowing, so I suppose you'd be fluent when you can express your thoughts relatively freely.
