Okay, I'm confused.
At first, I thought it was Russians.
Then, I thought it was Germans making fun of Russians, because the words on the bottom of the screen were definately in German. And I'm not familiar with German or Russian very much, but it sounded to me like they were singing in German.
Then, I noticed they were on a show called "Hit Cocktail," which is obviously English, so now I'm just confused. -

Array Ok, the song is in German. The song, however, is about the beautiful country of Russia (which, at the time of this song's popularity was still Communist. Beautiful, yeah).
The video, however, may be in another European country than Germany, as the band, Dschinghis Khan, was quite a one-hit-wonder all over that continent (and apparently was even more popular in Japan).

p.s. And, looking at it again, the green guy is seriously freaky, too. I mean, his eyes... and that Super Ultimate Moustache of Evil is seriously... alarming.

Quite right. The song was probably more popular in Russia than in Germany (most likely because it was prohibited in Russia for a while and that naturally gave it quite a boost) and there was a number of Russian parodies on it.
As for the dancing in the video, it looks like one of the band's choreographers once had a neighbour who read in the newspaper that there is such thing as "squat dance" (for lack of better translation) in Russia and told him about it over a couple of beers. If you ever had (or will have) a chance to see real cossack squat dance, you'll understand just how beyond pathetic this video is. -

Beware the volume which is rather high, and the first 30 secs or so are just plain singing. And this performance certainly lacks the testoterone boost of 'all male' competitive dancing, where they seemingly defy the measly laws conserning gravity and acceleration.
