I think FIE points would grant you a seeding otherwise you would be an unrated fencer. Further as foreigner you are only eligible for the NACs not the summer nationals. Given there are plenty of regional competitions that could grant you a C/B (or possibly an A) you are not restricted by anything other than your ability.

For seeding purposes into pools a fencer's country affiliation is used to resolve conflicts, just like a divisional conflict.
