The rub is in how you define hit. It's obviously changed over time, but currently for epee, it's 750 grams of pressure to depress the point, that arrives 1/25th of second before the other person 'hits' you.

For an example of how monumental changing the definition of hit is, check out foil fencing under the test timings...

Or go back further, and check out how much fencing changed when people stopped using the sight of blood as evidence of a hit.
