adding 15ms debounce time to buzzer kits.

Hey I really like those old buzzer boxes that allowed you to practice
the flick and other techniques. I want to build a buzzer using
breadboard( a plug and play method of connecting circuitry
withoutsolder) that incorporates the new debounce time.

In my case I'm taking my fencing dummy and adding a chest protector and
a jacket/lame and practicing on it so those ****s who wear them have
less of an advantage.

BTW: Healthy adults wearing them for competitive advantage with the new
timings are the most... well they are just pure ****tards imho.

ANy of you gearheads, armorers extrordinaire, etc have any ideas?

I've built a buzzer b4 but would need step by step written out guidance
this time round as well as a schematic.

Any help would be truly appreciated.
