I forgot to ask: I was looking at the rules, and it seems that smallsword and rapier are being fought against each other. Am I reading this correctly? One competitor with a smallsword vs. another with a rapier?

Yes, you are. There was a whole discussion on Swordforum under the "bucklers in tournaments" thread in "Historical European Swordsmanship."
