I think it came down to the fact that the UK has not hosted an olympic games the longest the other 3 finalists have all held one of the games (Summer or Winter) in the last 20 years.

I just returned from Paris: I walked right by the Hotel de Ville (town hall) where the announcements were made just before the announcements. I was having an (excellent) lunch; the waiter said "nobody cares, it's just Chirac". Only one data point, that... Plenty of Paris2012 signs and shirts are available.
