front arm or back arm?
back arm, politely point out that it is against the rules and will cause them problems in competitions. If that doesn't work tag them on the uncovered hand a few times (gently mind). If that doesn't work find someone else to fence.
if its the front arm, you'll just have to learn to hit a smaller target.
