I read on an earlier post that if your opponent hits the floor before you attack, they can get a yellow card.

I have another question - this one about covering target. One particular foild fencer I know covers target almost before each action. He will raise his arm in such a way that it traverses his entire front target. How do you deal with a fencer like that?

front arm or back arm?

back arm, politely point out that it is against the rules and will cause them problems in competitions. If that doesn't work tag them on the uncovered hand a few times (gently mind). If that doesn't work find someone else to fence.

if its the front arm, you'll just have to learn to hit a smaller target.

You heard wrong. If it's deliberate, they can get a red card, though.
