Hmm.. this is a bit of a shot in the dark. Between 1958 and 1961 Egypt and Syria combined into the "United Arab Republic".
In 1958, a plane carrying almost all of the Egyptian national team to the World Fencing Championships crashed, killing most of the Egyptian team. Because if this, the Egyptian team did not compete.
Did Syria send a team? And were they refused the ability to compete, because there was a single team from the UAR? -

I heard this story straight from one of the team members who was not allowed to participate, but the situation was famous enough that it should be public knowledge. I'm pretty sure I've even come across it once in a book. I honestly don't know if it's on the net anywhere. Take your time. Read carefully. -
