Having fenced a large number of competitions against many different levels of fencer on the new timing, I would agree that the current (unofficial) timings support ducks, counter attacks, and remises. The lockout time influences this, but is not the cause of it. Typically what I have seen happen is:
A attacks
B parries (lets say counter six)
A puts his head down and remises
B begins flick riposte to back, realises "oh yeah that won't work" and then gives a straight riposte afterwards
result: a one light touch for A, but I would say the main cause is indecision on B's part which will go away once he adjusts. Or alternatively will go away if the times switch to 8ms.
A couple things to say about the remises/ducks:
1) First of all, I am not the level of fencer you are looking for but I am not a beginner and I have been able to adjust my flicks to hit fencers who duck, even with the new timings.
2) Second of all even if I am not flicking I have learned other ways to put the tip on within the 300ms lockout.
3) The reason the duck/remise/counterattack was so much less common with the old timings was IMO much more the debounce than the lockout. Currently (new times) when I am pressing my opponent I have a few less options in terms of target area to finish on, so that even the threat of a counter attack makes me much more hesistant: here is where the lockout time comes in. The attacker is now punished much more for his indecision : previously if I was advancing right hander to right hander planning a flick to the chest, and my opponent did one of those contortionist "put my head down close four and stab" things all I had to do was react to that by hitting him on the open target, the back. Even if I was late to react or was hit quite early all I had to do was turn a light on in reasonable time. Now, the attacker must choose the right line much more quickly, which is taking some getting used to but is not necessarily bad.
I really hope the 8ms goes through, I would love this lockout time if I could just flick those remisy bastards on the back again.
