Actually I think it looks like the Medieval representations of Baphomet, the goat-headed horned idol said to have been worshipped by the Knights Templar... Obvious proof that the Templars are alive and well and looking after the Declaration of Independence...

Many of those have died off (at least in western culture) but good and evil are still personified quite often.
