My club is currently too small to have to problem of more fencers than slots to fill on a team, but if I DID have to set up a protocol, it would probably be a combination of how well the individual fencers did in the event that is seeding the team competition, and season-long performance.

Our coach always makes up teams after the individual tournament he's usually got about 7-8 fencers to work with, but it's pretty well all about how you did in the individual event... Which is probably not always the right way to go, but you don't argue with the Soviets

Our club has about three good male foilists. Makes it pretty easy.

Beyond that, our coach generally chooses from the best fencers for any weapon, in general, who does well with teams and who doesn't, who works well together, etc.
