1) 10 seconds before the end of first period one of the fencers
tied the score at 8:8
Both of them are completely tired and looking forward to 1 minute rest
They both indicate it, Passivity rule invoked
2) 5 seconds before the end of second period the other fencer
tied the score at 14:14
Guess what? Both would not bet on 5 seconds rush to a victory
According to the new rule - both are blackcarded !

I guess that's Livia, wife of Augustus Caesar, that would be making such commands.

| I can also see a massive collusion at World Championships this year. In the epee team events, all teams will fence to tie, and get in their one "free" passivity warning. Then, they play passive and both get knocked out. All teams get knocked out and Roch will be sitting in the stands wondering who to give the awards to.
The better teams can always get ahead and drop a point or two to the weaker team to let them even up. Then, the weaker team fencer won't stand a chance of attacking the stronger team fencer and the bout will be over. Everyone loses (or no one loses, except for Roch).
(Essentially, any penalty that results in both sides losing is a bad idea. The two teams can game the system, knowing that the other side won't be worse or better off than themselves.)

If yes, here is my next suggestion for next protest: On the command,"fence!", the fencers attack the scoring box with no mercy until it topples to the ground, pulling the repeater lights with it.

| Epeeists are wiser not to rush a bout. They know to get their money's worth after registration by taking all the time needed to fence.

| Indeed, this is done in order to circumvent what happened in Seoul.
Please keep in mind that this is not, and CANNOT be put into immediate use. Any rule changes have to be approved by a majority of votes during the next FIE commitee meeting (which will no doubt vote AGAINST this change).
What's preposterous is the wording, of the letter, because it states that this should be put into immediate application (it cannot until it's been voted for, again), and goes on a couple sentences later saying it will be put to vote, as it should.
If this rule passes, anyway, I am certain most referees won't apply this rule.
Also, this is completely stupid. Even if this rule had been in existence during the Seoul incident, the fencers would have found a way to work around it. They could have "fenced" the whole 3 rounds with scoring only one valid touch, and then run into an incredible string of bad luck, hitting off target all the time, for example. That is, of course, until Roch decides to remove the off target lights for foil ;-)
