What you are saying is not true. Consider this, place the tip against the lame, WITHOUT depressing the tip. Should you get a touch? If tip to lame has priority over tip to blade, you would.

A slight correction. In foil the base of the tip does *not* touch the contact inside the barrel to complete a connection.

Gary, the above is true, but as was said in the document, there are ways of completing the circuit that way.

You might think of what is done with blade wire. All the manufactured blade wires have a double insulation, whether it is 2 cloth insulation or a cloth and varnish insulation. This will be similar, in that if the first insulator, (tape) is damaged or pushed aside, you will have a second insulator (nail polish).

Sort of a 'Belt & Suspender' method.

You are putting an extra insulator in place (in addition to the tape on your tip) that should help with shorts between the barrel and the tip assembly via the lame jacket.

You may want to make sure there is varnish on the top rim of the barrel since this is the one area available for a short that is not protected by a perfect tape job - just watch out for getting varnish inside the barrel.

Saying that I have not had much of a problem, but then I have become paranoid about taping tips.
