Mask Strap

Okay, quick question for all you sticklers for rules. According to rule m.25 section 7, a fencer must have a safety strap at the rear of the mask, but my question is at the strip, does the fencer need to have it fastened? Logic dictates that it should be, but logic and rules often differ in opinions. I know a mask fails at check in with a strap, but can the fencer legally fence with the strap undone?

Yes he must have it fastened. If he does not fasten it his equipment is non-conforming. The is like the fencer refusing to zip up his jacket. If he will not wear/use it in the way it is intended the fencer in question can/should get carded.
