Blue Gauntlet has previously sold them. Check at Summer Nationals.

Blade sells a "maestro practice arm" but it costs $300. They can't be that hard to build though. I am working on a design that should be easy to build and wanted to see if I could just buy one for cheap. No such luck.... http://www.blade-fencing.com/store/item.htm?itemid=349 -

You do realize that you're responding to a thread that died almost four years ago, don't you?
Rather than design your own why not simply buy a copy of Merg's book - IIRC it has instructions on how to build one. Similar Threads -
