I've said as much on fencing.net!
"Another problem has been identified : the hard
surface, i.e. the chest protector in women’s foil.
On occasion, it seems that the pointe tends to
bounce off and does not light up. If we have to
adapt chest protectors, we will. Already, the
SEMI committee has come up with the idea of
adding an extra layer of foam in order to soften
the blows and reduce the bounce of the pointe.
If there is a problem, the explanation and the
solution are the SEMI’s responsibility, after hearing
people’s opinions on the subject."
This is one of the possible solutions we've been discussing
The overall tone is the new timings are here to stay but they may require some additional adjustments.

It may have been a twist of translation, but I read a lot into Pop's phrase Quote: |

| Mr. Ioan Pop's views about the state of Foil fencing were
discussed in the Escrime magazine's December 2001 edition.
The title of the article is "Foil's Identity Crisis". It is a short but very
focused article that details the way Foil is fenced and its impact on the
a) The Competition b) Refereeing and c) Coaching.
I would like to mention a short quote from the article. It seems to me that
FIE is doing what it can to bring back what was called the fencing dialogue.
This is what made fencing interesting and this is what the audience is willing
to PAY to see.
"The whole logic of the bout has disappeared. A dialogue of movements
made by the two opponents has been transformed into two parallel
monologues. We are no longer watching the movements of one fencer
and the subsequent reactions of the other. Preparatory phases to mask
one's real tactical intentions have completely disappeared."
