There was a hole with a pair of pulleys (so minimal friction and rubbing) for each reel. The cable ends were only above the floor for the reels in use. For the rest of the ridiculously huge number of strips everything was under floor and out of the way. There was a square panel in the floor for each reel that looked easily removable to gain access to the reel (or to get the cable end and feed it through the hole/pulley system).

The whole set up there is impressive.
