Does this office stand for direct election? This proposal sounds like
some of the wacky stuff that gets proposed in election years here in
the USA. There hasn't been a gigantic rash of "sword crimes" in
Scotland. Has he been under a lot of pressure to "do something" about
some "issue" or another?
