It's supposed to measure a combination of what you know and what you have the potential to know, but not one or the other.
Basically, it doesn't mean all that much, it just gives you a very general idea of how smart you are. Important to note that IQ tests for a single person must be taken more than once, because they're not long enough to give accurate results each time. -

Which was mentioned in the Daily Show. The exit polls turned out to be one of the big embarassments of the election. I don't know how they were conducted, but I suspect that possibly Kerry voters were just more eager to tell pollsters for whom they voted and why.
