Concerning new times and hard surfaces

In the last weeks have arrived to me complains concerning the use of hard surfaces under electric jackets to avoid hits being registered with machines employing new debouncing times.

I remember that in the tests we discovered that this unwanted efect was caused by deficient isolation of the upper part of the foil blade. When hitting a hard surface the foil bends much more than when a soft surface is hitted, since the circuit break time is longer there is time enough to close again the circuit via the electric jacket through the barrel if the tape is too much deteriorated. The problem is gone simply by replacing the tape with a new one or by aplying a good insolator (i.e. nail lack) to the upper part of the barrel.

Thanks for the suggestion, Fernando! I'll bet the insulation issue is causing some hits to fail to register.

However, there seems to be much indication (albeit anectodal) that the more common reason for straight shots to fail to register when hitting a hard surface (e.g. armor) is because the tip rebounds off of the hard surface very quickly, thereby failing to depress the tip for the required minimum time.

Do you have reasons to believe that this is not what is happening? Many of us think we've seen well-insulated tips fail to score for this reason, but we could be wrong, as we are just making our best guesses.

In a related note, the FIE (exec. comm.) has issued a letter banning hard surfaces directly under the lame and above the jacket. As far as I can tell from the letter under the jacket is still legal.
