Which of the two countries has a stronger fencing program and produces more top-tier athletes -- France or Italy?

It's too close to call. I'm not sure how to judge this one. How about this: Number of Olympic fencing medals Won by France: 105 Number of medals Won by Italy: 100. It's hard to seperate them.
