Foil rule changes (I know, same old same old)

Just a quick one:

Are all of the foil changes definately going to happen, or just some, or what?
Will flicks (even back flicks) still be possible if the relavent changes happen? If so, how?

They have already happened in Britain, where you live.

They are beginning to happen in the U.S.

Some flicks are possible, huge, whippy ones aren't. Some fencers will still be able to flick, some won't.

(Try to look around before you post; I hate to jump on people for asking questions, but this one didn't even require a search; there are at least 4 threads already created on this topic.)
