| Concrete.
That may be wrong though. Is it a composite? It's a composite of ballast, dust, and soft (or lumpy stoney stuff, cement and builder's sand, as I prefer to think of it) and water, so it works in my mind.

And reputation to Louweasel for a charmingly incoherent summary of what makes up concrete (cement, sand, gravel and water).

MR | Actually, *draws self up to full height* I think you'll find that the gravel stuff in concrete is referred to by builders (at least in Britain) as "ballast", cement is referred to as "dust", and builder's sand (a specific type that is reddish and not the stuff on the beach) as "soft". I know this as Mr Louweasel's choice of career occasionally involves such things. So, rather than being incoherent, I am in fact in the know and au fait with the proper terminology.
But i don't know what rebar is, so my response to that it the word it reminds me of, which is
FUBAR

FUBAR | I stand corrected, or rather, somewhat more educated about English terminology.
Rebar, by the way, is REinforcing BAR, or the iron poles that are put in concrete to strengthen it.
But since you have taken this in the direction of FUBAR, I must add:
SNAFU.
