The new USFA rules are already in effect, as of August 1, 2004. There's no new rulebook at this time.

    Matt,
The summary posted at the SWS website summarizes the changes from the meeting at Nationals. There is no mention about the timing changes for foil and saber. Are those changes being reviewed by USFA until next season?
Perhaps OIUYT or EDEW might know...
    Cheers,

the timing changes are being testing at junior World Cups by the FIE this year. If the testing goes well, they should be ratified after this coming season, and the USFA would probably instrument them then.

Actually, the timings are going to be used for both the Junior and Senior World Cups for this season. So, why not start adapting sooner.

As of the BoD meeting in July the USFA policy is not to adopt the changes while they are still being "tested." They will be in effect for both junior and senior world cup events for this season. Assuming they all stay around to become permanent for next season at the international level (likely given the way things have been going), the USFA will likely adopt the changes as well. Generally USFA policy has been to only adopt changes at the beginning of a season. One notable exception to that was switching the lights in March (1999?, 2000?).

In theory the USFA could decide that with the FIE fast-tracking the changes at the senior level as well as junior that we need to adopt the changes for competitive reasons before the start of the next season. There's a BoD meeting the first weekend of October, if it's brought up as a possibility I'll report back here on the discussion and any decision.
