Rankings question

Sorry to bother you folks, but I am trying to find the official USFA rules on how a ranking is awarded. I looked through the Table of Contents in the USFA rulebook but couldn't find any references to the subject. Since I am very good at looking right at something and not seeing it I'm hoping somebody could point out where it is for me.

No need to explain how it is done, I would just like to find where the process is described.

Are you talking about national points or weapon classifications?

I was wondering about weapons classifications. I'm about to send in my USFA application and I was wondering what I would have to do to earn my E. Does that chart also apply to Vetrans?

it applies to anyone who is a usfa member. if you have a tournament that has enough A, B, C, etc. rated fencers to be an A4 tournament, but they're all 11 years old, its still an A4.
