    Not that I think that it will ever be like that though, and I understand that there are many drawbacks with the suggestion above. Bear with me, I often like to be the īs advocate.

    They already do this, problem is THE GOVERNMENT can't keep up with the changes (and revisions, and case decisions, and...)

    Guaranteed to be struck down (and with good cause IMO). Plus companies would simply file an amended return. Never underestimate the power of greed
