THe infamous flick is an example of how this happens in fencing, but
there are many other things in classical fencing which are artifacts of
flat smooth surfaces, pistes, target areas, and forbidden moves which
shape the art. Various forms are right for that, and wrong if the
opponent isn't playing by the same rules...
Agreed.
The TKD punch is right for a sport that's about flexibility and
movement and light touches and fighting other TKDers. If you want
to hammer someone, then TKD isn't really the right thing to learn.

Nope. TKD punches are meant to be thrown from deep static stances. It's actually boxing which has the mobility, with it's stance on the balls of the feet and the hopping and skipping motions to dance in and out of range. All that a TKD punch has over boxing is the specific way in which force is transmitted. In other words, boxers hit harder, but a black belt can break boards and bricks.
THe function has to be determined. In classical fencing, it's fencing
within the classical rules. I think the form's been worked out pretty
well for that. If it was to duel without rules, much of it might be bad
form....
When I lost my chance to battle with other fencers, I looked for others- anyone would do. I spent a time with a fellow practicioner of WMA, using sabre against his longsword. The only thing from the strip that turned into bad form was the lack of lateral positioning in classical fence. Also, I occasionally found it necessary to switch stances to a left leg forward to throw punches or grapple when we were corps a corps. Pretty much everything else- thrusting only with fully extended arm, footwork to control range, even the fleche- worked like a charm.
