Covering target is exactly that - covering target.
Substitution is meant to catch the situations where fencer removes target and substitutes another part eg ducking - mask is now where Lame used to be. Another could be stepping to the side - hit arrives off on arm..
But wait - is that not ducking - which is allowed???
At what point does ducking - which is allowed, became substitution?

Covering target is not substitution. That's been discussed many times before. It comes down to a judgement call on the referee's part as to whether the action is a "good faith" attempt at ducking, or substituting target without any intention of avoiding the touch. You generally need to pretty sparing about applying it, unless it's really blatant (such as lifting the front leg up to cover the abdomen and clamping the weapon arm across the chest with no attempt to parry).
