Umm, not so far as I know...I do happen to know that their capital, Bishkek, just celebrated its, if I'm not mistaken, millennial, anniversary this summer, with a huge gala. And yes, we have exchange students here. We've got the aforementioned Kyrgyzstani, a girl from Belarus, a Ukranian, an Egyptian, a guy from Cameroon, and a bunch of others I don't know of offhand. I do know that during our Prop & Wings dinner, we toasted to the leaders of every single one of those countries.
They come for the four years of training, then go back to their home country and serve there - usually, just coming here guarantees them extremely high positions at home. In return, their governments pay ours insane sums of money. The cost of education here, including tuition, room and board, food, and all other training, is estimated at around $1.2 million per cadet for the four years. -

Here are some tools you and yours may find helpful.
Spam - if you're running outlook for your email you can't do much better for free than spambytes. Get it here at sourceforge (mentioned already) an excellent place for security related help/products. http://spambayes.sourceforge.net/
Wilders security forum is perhaps the most helpful open forum out there for spam, virus and spyware control. The wilders guys will actually review a log of your machine and recommend how to fix it. http://www.wilderssecurity.com
To rid your machine of spyware (99% of the time) you really need about 4 tools. SpyBot S&D (free and mentioned already), AdAware (free), CWShredder (free), and HiJackThis (free yea!).

FYI the guy who runs spykiller is extremely helpful, and runs a hedgehog rescue facility - seriously he really does.
AVG is probably the best, free, anti-viral suite out there. I find it only slightly less effective than norton, MORE effective than MCafee - and WAY cheaper than both

Array Kygystan is also an exceedingly diverse country ethinicity wise, but their health system is not particularly good. Media usage is fairly high in the cities (approx 60-80%) of women have access to a radio or TV but is much lower in the rural parts. To mount an effective campaign for the preventional of diahorrial diseases in infants this must all be taken into effect.
(Ok I will stop chanelling one of my DDPPIDC projects and just sit and watch the world go by again) Theses are evil....VERY evil, someone rescue me pls! -
