So does that mean that a 60 year old man can compete against a 15 year old?
I saw one age group called Veteran for people over 40. Can they also compete against 18 or 20 year olds?

yes and no...
first off, in div 1-a, 2 and 3 events they are open to anyone over 13 years old. So yes a 60 year old man could fence against a 15 year old in these events.
There are also veteran events, vet-40, vet-50, and vet-60 events where obviously people over that age fence in, for example vet 40 is from 40-49 etc. so in that example your 60 year old wouldnt fence a 15 year old.
