Whatever the result, there seems to be the need from a national policy, or at least a regional one. The rating system is inconsistant enough without this added factor thrown in.

that's true.....but i have seen a situation in which those Ds and Es have kept fencing each other and have becomes Cs and Bs...they aren't any better than they were when they were "E"s. But since they all keep fencing each other thier ratings keep going up.....and that DOES make a difference in the grand scheme.
