Qualifying and eligibility

I have a couple of quick questions I haven't been able to find definitive answers for.
First of all, the qualifying path for div 1 nationals. I know you can go if you have points, but can't you also qualify by finishing X at certain national events?
This is where the confusion comes in. Top 4 from 1a qualify to next years div 1, right?
What about div 2 and div 3? anyone?
I was wondering how Carlton Henry is listed has pre-reg'd for atlanta, as he doesn't have any listed points but I do believe he won div....3? MS at last years nationals.


Also while I'm here, so as not to start another thread: The world cup in new york - who is eligible to compete in that?
Are there looser entry rules for americans based on the fact that we're hosting it? Or would I still have to have points?
