Qualifying and eligibility

I have a couple of quick questions I haven't been able to find definitive answers for.
First of all, the qualifying path for div 1 nationals. I know you can go if you have points, but can't you also qualify by finishing X at certain national events?
This is where the confusion comes in. Top 4 from 1a qualify to next years div 1, right?
What about div 2 and div 3? anyone?
I was wondering how Carlton Henry is listed has pre-reg'd for atlanta, as he doesn't have any listed points but I do believe he won div....3? MS at last years nationals.


Also while I'm here, so as not to start another thread: The world cup in new york - who is eligible to compete in that?
Are there looser entry rules for americans based on the fact that we're hosting it? Or would I still have to have points?

All fencers on the National Senior NRPS (National Rolling Point Standings) on March 1, 2004.

The top eight on the National Junior NRPS on March 1, 2004.

The top four on the National Cadet NRPS on March 1, 2004.

The top eight finishers in the 2003 Division I-A Individual National Championships.

The top four finishers in the 2003 Division II Individual National Championships.

The three fencers named by US Modern Pentathlon (men's épée and women's épée only).
