Perhaps there is someone out there with some storage and some bandwidth that could host digital copies and perhaps someone with some people that could digitize VHS.

Of course only public domain, and privately produced videos whch the owner would be willing to release to public domain. (I don't think our hosts would be too happy if copies of the videos they sell were to pop up on such a site).

The could live on a FTP site or go the BitTorrent route for public distribution.

With DVR's springing up all over the place it is relatively easy to digitize a video tape. The trick is converting from big MPEG format to little AVI or QuickTime Format.

I would personally use the bandwidth to get the big MPEG files to play on my DVR without tons of conversion, then I could watch on TV instead of the computer screen.

Just my thoughts, my Kung Fu is not powerful enough to keep my FTP site running on a consistent basis or I would offer more assistance.
