I think when you link in offsite the forum actually downloads a copy of it, so that the pages for the posts won't take ages to download if the server that hosts the avatar breaks down.

Also, I think the limit on 100 posts is done so that people who get an id but don't continue posting before getting to 100 posts don't eat up too much space on the server with custom avatars that are not being used anymore.
