How you get seeded into the world cup and process for making the top-64 on day 2:

There's also a randomized process by which each pair of fencers (1 seed and 2 seed; 3 seed and 4 seed; etc) can be flipped to add a bit of variation to the tableau.

edit: Oh, and junior points are not used. If there's a tie in senior ranking (all the people with FIE rank 999) it's random selection time. Merely having competed in a senior world cup gets someone onto the ranking list, even if 0 FIE points have been earned.
