I got an email today saying that the USFA can't process my FIE license/world cup entries because I'm not a citizen. Apparently being a permanent resident & eligible to represent the US (like I am) used to be ok, like last season when there was no problem with me fencing at D1 Nationals. But this season, there's a new policy.

Maybe it's time to finally take the plunge...

PS- for those wondering, I'm Canadian. Born in London, UK to Canadian parents. Moved from Canada to USA in 1994. No, I don't want to represent Canada.

FIE licensure is based on citizenship. So, I take it, that your citizenship is Canadian, and you have a Canadian passport. You have your name on the back of your lame -- do you also have Country Code, and if yes, what do you have? Permanent residence is enough to represent a country in some events (i.e. the Commonwealth Championships), but not in World Championships and the Olympics. Your point about the DIV I Nationals is interesting, because a while back, Puerto Ricans were allowed to fence them, but then there was a decision to not allow them (Puerto Rico being a Commonwealth of the USA).
